The Collision Course of Two Competitive Forces:
Picture a sizeable pile of "money" sitting in the midst of a great field. Charging toward that pile notice two groups ready to romp over anyone or thing standing in their way of taking possession of that "money". Now understand that the "money" is absolutely worthless, counterfeit but the only "money" considered by ruling powers to be "legal tender". So, even if you don't like the "money" and realize it's a front for increasing economic struggle to make ends meet...you use the "money".
But let's not forget those two charging competitive forces...and did I mention they are unyielding and unforgiving? Actually the individuals that comprise the groups are both the same. I mean they are just ordinary people, nothing exceptional about them. It just happens that through various life circumstances they find themselves on opposite teams. And like any team-play the players from time to time change teams. Uniquely they are not "traded" but "buy" their way from one team to another believing it will give them greater opportunity to get to the money first, or to grab more than others for their personal causes.
The team names you ask? Well, the first is Citizens. And within that group there are various sub-groups playing the game at differing levels for different reasons, and actually in internal competition with each other. It's no wonder that they find it difficult to get to the "money" pile. The internal competition is perpetually working to pull apart the "Citizens", and often leads to almost irreparable differences. It is that struggle and the idea of "doing good" with the "money" that sometimes causes Citizens to sell out and try to join the other team.
That other team is named "Congress". And would you believe it, the same type of internal struggle and competition found among "Citizens" encompasses the "Congress" team! We continue to face the same outcomes -- competition, rivalry, splits, bad feelings, lack of accomplishment, secret agendas and "deals". And while you think that the "Congress" really wants to obtain the "money" pile for the stated reason of "assisting Citizens" the very opposite is true. You see "Congress" actually controls the pile of money in the field of play. They make it appear that it is available to all, and that their responsibility is to dole out sufficient funds to individuals, groups and groups of groups to keep everyone quiet. Unfortunately the money is used only to make sure that "Congress" can maintain control of all the money, keep themselves in personal possession of vast amounts ["feather their nests" if you will], and remain a member of "Congress" and the power it represents over "money" until they are ready to appear to join the ranks of "Citizens" again.
Since the "money" is actually counterfeit - you see it's just paper with nothing of real substance behind it to create actual value - and since so many people want/need more for whatever reasons, "Congress" to maintain its control in the competition must keep making more and more [counterfeit] "money". Meanwhile things continue to get divided, more people are forced into economic poverty, and become more willing to be a "Citizen" charging after the "Congress" controlled "money" pile in the field of play. There are actually occasions when the two teams or forces actually collide, severely banging heads, causing great injury to many "players" but fortunately these occurrences are infrequent and remain mostly as memories from generation to generation.
Team "Congress" has over time become more and more insidious in doling out the money realizing that the more internal competition and hence division they can bring to "Citizens" the greater their own control and [empty] victory. They make the "money" pile appear free to all even calling some of it "grants" or as many of the "Citizens" refer to it as "free money". While the collision of the two major teams is infrequent the internal battles of both "Congress" and "Citizens" is a bloody affair with no real winners. There are ever more divisions, more skullduggery and deceit; more pain and actual loss even if "money" is obtained...there have even been deaths as a result of the competition. But that's another story.
At least two people have made statements about this competition between these teams. The comments were made separately and while one is confirmed as being from a French historian who watched the field of play early in its developments, the individual responsible for the other comment, while very true, has not been confirmed.
