Obama and Clinton founded ISIS. Well, that's the latest claim by Donald Trump. Doesn't really seem to fit, though. A founder is a believer in the cause, and Obama and Clinton definitely do not. So they're not founders.
Personally, I consider the founder to be Abu Bakr al-Baghdadi. He's the guy in charge, after all. If I'm incorrect about that, please correct me. As far as pinning blame on notable U.S. people, I'd start with George W. Bush, who cleared the way for ISIS to gain ground. He couldn't know that ISIS would be a consequence of his actions, but he shouldn't have invaded and replaced the Iraqi government in the first place.
Obama and Clinton contributed too, but they didn't expect ISIS to blow up the way it did either.
But when I pin the blame on the development of ISIS, by far my number one target will always be... ISIS.
