No, it was the traditional location of Mohammed's ascent to heaven. Also, Mohammed originally faced Jerusalem for prayers.

When Muslims took Jerusalem in 635, the Jewish temple and the Jews had been long gone for about 500 years. So building a mosque on the location was then seen as restoring a holy place that had been neglected.
