What's with the funky line through subject headings?

I've noticed this in some areas of the board. There will be a line running throught the subject line which desiginates the new thread.

For instance "Computer Lab Topics and Guidelines" has a line running right through the middle as if it's "marked out" by somone. I noticed this a lot on the 'Jehovah's witness' forum. What causes this?

That is on closed threads.
