I think you are focusing on God's goodness to the exclusion of all His other attributes. He is holy; He will not tolerate the presence of those who have chosen to disobey Him. He is just; He sets up rules and enforces them. "'God is good' has no meaning" is true only if you ignore the rest of God's character.

Punishment is based on choices. You know that running a red light is against the law. If you choose to do it, you understand that punishment is a probably consequence if you get caught.

Most of the municipalities in the country I choose to live in have a law against running red lights. I can believe in the truth of the existence of those laws, or not, but if I choose not, that doesn't mean they won't be enforced.

If I choose to believe that Mother Earth is the source of all things, and choose not to follow God's rules, I will incur the consequence of being separated from God eternally. That's my choice.

It's not about worship. It's about the choices you make.
