The mentality behind tax refunds for Republicans is that the gov't does not have any money: the citizens have money, and the gov't appropriates it. Thus, tax refunds are not "charitable," they are giving the money back to those to whom it belongs. Thus, if muzicman is correct, it means that those who gave no money (didn't pay taxes) aren't getting any back, because there's nothing to give back. If they gave the money to those who payed no taxes it would be charity, since it would be giving them other people's money.

I tend to agree that gov't should be limited, and charity should be left to society, but of course there's no perfect solution.
