I have a friend that believes that the entire Bible was dictated by God, as in, God told the writers exactly what to write down. I find myself in disagreement.
So does that have any Biblical basis? Can someone breifly outline the difference between inspiration and dictation?

Hiya P-Dunn. Let's look at your question.
My first reply to this would be to look at passages like 1 Cor. 7 where Paul says "Not I, but the Lord" and see that that has to be him talking.
The view I hold to is that God guided the writers but they were not secretaries. They simply wrote what they were to write. Luke did not sit down to write Luke and enter a trance where his pen just moved on its own. Each book contains the literary style of its author and we even recognize some episltes as Pauline simply because we know the kind of wording that Paul used.
