      Heard about that on the news this morning. The reporter said when the police arrived he just rode off which caused them to quip that he must of heard about some rustlers across town.

            This has gone national on CNN at least. From comments, I understood that they usually have their horses "tacked up" for short hauls so I guess that answers my question.

                      It really tickles me how the horse is just standing there like it's business as usual. Must be a very calm animal. Of course this is a still shot. A video of the whole thing would have been priceless.

                        That's a classic pose for a cuttin' horse - after the calf is roped, the horse draws back just enough to keep tension on the line, without dragging the 'victim'. Usually, then, the rider would dismount, tie the animal's feet, and loose the rope.

                            I can't see for sure, but most likely, yes.

                              Yeah, if you look at the line, it's taut, and points straight to the saddle horn. I suspect the cowboy has the rope round a couple times around the horn, and is holding the slack end, so he can let it slip a bit if he needs to. Just enough tension to keep the vermin snared.
