Jackie, What's the Rape/Incest Pregnancy count these days? It's low, if memory serves. [And if it was up to me, I'd have the MEN who commited rape/incest ripped open with a Meat Hook and Filled Full of Salt and sewed shut... While Still Alive. But that's just my opinion.]

It works for me, try waiting for it to load. Anyway, here's the summary:
Consistently, from 2000-2005, an average of 530,000 children are in foster care per year, while an average of 51,500 children are adopted per year. There is nowhere near a need for children to be adopted. It's the opposite, our foster care system is grossly overpopulated.

Nothing says "stick a fork in this thread" like pages and pages of arguing over how someone is arguing.
Regardless, my hopefully on-topic post: things like this are, I think, the result of too heavy a reliance on the government for children's education.
When we put the State in charge of our kids this way, they are at the whim of whatever unreasonable, populist, rabble-rousing, or extremist cabal is currently in charge at the Capitol.

It varies from jurisdiction to jurisdiction. A foster parent can immediately adopt a child that has been in their home a while sometimes. Working with an agency applying, getting the child, then formalizing the adoption can take years. Some prospective adoptive parents advertise for pregnant women-girls to let them adopt the child they have. This can be arranged through an attorney. I don't do these but our managing partner did, once. He was so devastated he said he never would do that ever again, but he probably would if it was a regular client and he didn't have to be the go-between, that is, if they had already reached a deal with the girl-woman before coming to him. That can be approved judicially on a stand-by basis and then formalized 6 months to a year afterward depending on the state and the judge.
