One of the ways, in my opinion, that we can attract more people to adopt, in both US of A and Canada, is to reduce the time and paper work. My guess is that some couples don't want to adopt merely because it takes too much time to adopt. There's also that delusion of having the ideal family, which prevents people from adopting kids with problems. I don't care If the Liberals or the Conservatives are responsible for instilling that delusion [I think it's more of a media thing rather than a Political], but if nothing's done about that both sides are responsible.
I have only one question: How does one show that they are 'ready to be a parent'?It varies from agency to agency. Generally be financially solvent with no criminal record of crimes against children, show you're ready to be a parent, and be matched with a child.
We have an act called "The Indian Act", which in my opinion, is a big part of Canadian First Nation History [I'm Metis, so this is in a way a piece of my heritage]. I don't know if that's relevant but you can find the official Act here:Don't know. Do you have The Indian Child Welfare Act there?

The Former is the Act itself, though note the disclaimer at the top of the page. The Latter is an explanation of the History of the Indian Act. There have been some changes to it, however, such as Women no longer lose their Indian status if they marry a male that ISN'T a Status Indian.
I'm intrigued about the 15-25 kid adoption. Do you have articles for that? I'd like to read up a bit more.Some people adopt sibling groups or more than once. There are some rare families which adopt some 15-25 kids or so and get featured in national magazines sometimes. They don't tell you most of these people live on the adoption subsidies. A judge might disapprove but these people are regarded as local heroes so most get subesquent adoptions approved easily.

As an attorney I'm wary of attorney arranged adoption unless it's by a relative or between people who've had close relationships. Otherwise, we, the attorneys, are just brokers in baby-selling.
