We all have "block heaters" that have a cord, and they are plugged in with an extension card to an outside outlet overnight so your car starts in the morning. They need to be plugged in when the temp is -20C or lower.

I'm familiar with the concept (my dad used to drive diesels, and he'd plug them in if it got too cold). Why would any sane person want to live where it regularly gets below -20C? I don't know about where dear mossrose lives, but Alaska is worth it. In these warming days it rarely gets to C -20 anyhow.
