To have a nice short hair cut she has to have pretty thick hair, the kind that, even when short, seems to flow all over the place, curl to the outside, fall over her forehead. In other words, a short haircut that still looks like a woman's haircut rather than a guys.

I think short styles can work when:
1) It is not a boyish style.
2) You are a very girly-looking girl. Obviously a tomboyish face is not complimented by a boyish hair cut.
Note that Kate Beckinsale is hot in any hair style, and so is Natalie Portman.

It really does depend, on the face, on the hair. Sometimes for thin and slick hair, super long is not so nice, it may look sheen and shiny, but it also tends to lay flat and heavy and might use to be shortened and poofed up a bit. Super thick hair that sits like a fro can benefit from a little length and weight.

Though I will likely lose my mancard for this... I watch America's Next Top Model. One of the women on there this season is a woman named "Fo".
When they discussed her shorter hair (which I loved), they noted that short hair fits a certain face structure. I agree. I can't wear long hair, not because I am a guy, but because I don't have sharp featues.
So I would say it depends. My wife has short hair, and I like it. So I would say that good looking women look good no matter what.
