Personally, I have no idea, but I noticed your link is about a speech where Obama is specifically addressing what he proposes to do unilaterally so one should expect high usage of the first person singular. If you want to do a valid comparison, it would be a good idea to a large number of similar genre of addresses to compare.

          The biggest sticking point for a number of people when it comes to possibly voting Democrat is the fact the Democrats are pro-choice. In regards to that, they'd be best off arguing that although their party is pro-choice rather than pro-life, their policies would do more to reduce the number of abortions than that of the Republicans. Catholic Democrats makes that argument here (this was written when Obama was running for office, so it is a little dated). Regardless of whether you agree or not with their argument (I find myself in agreement with some parts and disagreements with others), them trying to make such an argument would be far more favorable to evangelical voters than basically ignoring them and using arguments that are only persuasive to someone who's pro-choice to begin with.
