I don't think it is, given that the average Mexican citizen probably had nothing to do with those undertakings by their government, but will be hurt by the tariff. It's like what Trump said the other day about the US: "Do you think America's so innocent?"

Trump was speaking of killing people there, and we, the American workers, are being harmed by these unfair trade policies. The trade deficit with Mexico for 2015 (the latest figures) was 50 billion dollars. So they can whine about tariffs but the American worker is already being hurt.
