      That is not the intention of the Civil Rights Act of 1964 which is (from it's 'long title') "to confer jurisdiction upon the district courts of the United States of America to provide injunctive relief against discrimination in public accommodations, to authorize the Attorney General to institute suits to protect constitutional rights in public facilities and public education, to extend the Commission on Civil Rights, to prevent discrimination in federally assisted programs, to establish a Commission on Equal Employment Opportunity, and for other purposes.

        If there’s an anti-discrimination law, does that mean that a business can never refuse service to a member of a group that is protected from discrimination?

        The answer is that you can refuse to serve someone even if they’re in a protected group, but the refusal can’t be arbitrary and you can’t apply it to just one group of people.
