1. If there were governments before the Flood, none are mentioned in the Bible. Said another way, God only mandated that men would be held accountable for the life of his fellowman after the Flood, in Genesis 9:5-6. Almost immediately thereafter, in Gen. 10:10, is the first mention of any government, Nimrod's kingdom, after about 2000 years of Bible history. This is no coincidence. Scripture is given by Divine inspiration.
2 and 3. In the phrase "a mighty hunter before the Lord," the word "before" is pāneh—Strong's (6440) and means, face, before, or presence, depending on usage. God's face and presence indicate that Nimrod was acting openly. Since God had given approval for mankind to eat meat, though without blood in it, after the Flood, (see Genesis 9:3), then it is a logical implication that God approved of Nimrod's hunting abilities. Hunting is also an element of punishment and deterence, in a governmental setting. And, since "kingdom" is a king's dominion, it follows that
dominion requires dominance to establish order. Order and dominion require a king to decide who/what to punish or approve. Nimrod's? I'd say it primarily to prop up Nimrod and his minions.

When has a "God-Given Mission" ever been properly conducted except in the case of Christ's ministry?; at least in its God-given mission.

I think God put into Nimrod's mind the concept that he and his buddies ought to protect each other's buddies from enemies and their buddies (minions).
That is, account for the life-blood of our fellow men, women, children and fetuses.
Except, of course, with the decidedly anti-business Obama administration. Again, if we return to the least possible size and scope of government, with electing citizens to be part-time public servants, instead of a ruling elite, it will eliminate hundreds of billions of dollars of temptation to enrich themselves.
The Day is coming, when the kingdoms of this world are the kingdoms of our Lord and of His Anointed [Ones].

sorry ty but just because a government isn't mentioned before the flood doesn't mean there wasn't one. arguments from silence are pretty weak. I don't know of any human society that doesn't have some form of government. It's a natural outcome of people living together. Somebody will have to lead and keep order.

yeah there are lessons to be learned. One being that Gen 1-5 wasn't concerned about telling us how the people lived and governed themselves. It was just basically a genealogy of Adam to Noah, and God saying that men were evil and needed to be destroyed. The fact that they were evil doesn't mean they didn't have governments. We have evil today and we have governments. We even have evil governments.
I guess if I use your logic I can say that before the flood people didn't have houses because houses were not mentioned. Neither were tents or caves. So that must mean they lived out in the open without shelter.

You are missing the point. It is true that we don't know what kind of, if any, order existed before the Flood. I am pointing out that after the Flood, God gave requirements for men to deter evil and bloodshed. He didn't even give the concept of kingdom, or democracy, He left the form for establishing order to men, because He had given dominion in the earth to mankind.
Now, in Genesis 9:5-6, He mandates what are to be the results of order that He wants. From that, man came up with kingdom.
