Broadly: alter the way the government spends.
Specifically:
1) Eliminate all the spending, tax breaks, subsidies, w/e, for private sector things. FWIW, I consider public sector to be common-use/common-need items. Utilities, libraries (arguable), schools, roads, defense all qualify.
2) Require defense spending to follow suggested budget unless a specific reason is found and approved by majority. Buying equipment we don't need and have no one to use in the name of propping up industry is stupid.I'm not here anymore.

I'd support a vast increase in NASA's budget, back to say 1960s levels (2-4% of GDP). Mainly because most other people don't see it as a big priority, and there's not a big move to do so in Congress, so if I can magically change something, I'd change that. If not increasing the deficit is a priority, I'd also cut military spending and/or raise taxes.
