but if he is suspecting Canadia and mossy, then they can't be really behind the conspiracy. It has to be someone nobody suspects and as soon as anyone does suspect, then we know they are NOT the actual conspirators! But if we know that they aren't really the conspirators, then we no longer suspect them, which means they ARE the conspirators! But not.
