Putting people in prison costs a lot of taxpayer money. It's cheaper to send someone to the best university for a year than to send them to prison for a year. And not merely is there the expense of the prison cost, there is the loss of tax revenue that would have come if the prisoner were to have been out in the work force earning a living and paying taxes. Getting 'tough on crime' with longer prison sentences (that have been scientifically shown to not be a good psychological deterrent to criminals) is massively fiscally irresponsible. Giving people free college or housing assistance or massive handouts to the poor is cheap by comparison.
Since crime has been dropping across the board for decades, I would anticipate that child abuse rates have been dropping too, and what data I can find on the subject seems to support that:
Here in NZ there's actually recently been legislation passed to allow the indefinite detention of a child molester who was judged as certain to re-offend if allowed to go free (IIRC he had a history of serial offending, and said he didn't regret his actions and intended to do it again).
