Linked In is facebook for business. you make 'friends" and post skills and they 'like' your skills and the more people you have, the more popular you appear which makes you look like a successful business person and helps you get a job. Also those job recruiter people tend to cruise Linked In and monster.com. Those are the people that 'sell' you to employers for a finder's fee. Kinda like being your agent. They will see your resume and you will get a lot of them wanting to help find you a job. They are a bit sleazy, but hey if they get you a job, not a big deal, eh?
I wouldn't mind a head hunter - I HATE job hunting. I stink at it.
