Blogs now exist. I can't ensure their continued existence; this is just a trial run. I'm going to go through a short guide in using them so you can get cracking.
So, firstly. Go find the blogs. They're here but you should be able to find them in the top left (vBulletin 4 default skin) or top right (boom's playground skin.)
Found them? Good. You should see a list of the most recent blog posts, you can also search for blog posts containing a word of phrase in the panel on the left. To go to a specific person's blog you can look on their profile page.
If you want to start a blog, go to blog settings. It should be somewhere on the page, depending on your skin. Here, if you can't find it. You need to change your privacy settings because they default to unviewable by everyone. The basic setup for a public blog is this:

After you've set up your privacy settings, feel free to change other settings on your blog such as your blog title and so on. Play with all the options; you're unlikely to permanently break anything (unless you're a moderator/administrator - in which case, please don't play with all the options because I don't like cleaning bits of Tweb off the floor.)
You can now post! Yay! Find the Create New Post button, type your title and blog text and click publish to post it. The UI works basically in the same way as posting does, so you should know how to do that.

Enjoy blogtastic goodness. Any questions, bugs or issues to go in this thread. Any praise or booing also welcome.

P.S. FAQ!
Q: What about all the old posts?
A: They exist in a database somewhere. I am going to try to get them back into this system but a lot of tables have changed so it might not be entirely possible.
Q: Other people can't see my posts.
A: Check your privacy settings.
Q: I want to change my blog's name and description
A: Go here.
Q: Blogs suddenly disappeared. What's with that?
A: It might've broke, or it might be down for maintenance.
Q: Someone posted something bad!
A: Go report it - the same reporting tools are available for blog posts as there are for
