Yes, and it appears the new strategy (since there is no way one can claim the comment was right) is to make it seem insignificant. Along the lines of "Yeah, ok, it was wrong but who cares?" And then those same people of course use it in the narrative of "majoring on the minors" in order to still use it to strengthen their case... So "who cares?" Trump's appears to be saying that he isn't actually lying because he believes it. But, of course, this has nothing to do with whether Trump is telling the truth or not.
