Currently many employers large and small are saying that the limit to their growth is finding employees. With the need to rebuild parts of Texas, we're going to need more construction workers. We can argue whether it's a good or bad idea in itself, but this will harm the US economy. No doubt it will help Mexico.
And it's beginning to look like it Congress doesn't put the program in place with legislation, Trump will. Presumably he's listening to his business supporters.
