Nobody 'wins' the popular vote in most MMP elections (i.e. no party gets over 50%). What the system produces though is a government comprised of multiple parties who put together won the popular vote (>50% of the vote)."I hate him passionately", he's "a demonic force" - Tucker Carlson, in private, on Donald Trump

Prime Minister is not an elected position. The PM is appointed by the cabinet and approved by the Governor-General."Obama is not a brown-skinned, anti-war socialist who gives away free healthcare. You are thinking of Jesus." Episcopal Bishop of Arizona

The election outcome has basically put NZ First in the drivers seat, as they have to decide whether they want to go into a coalition with the right (National) or the left (Labour + Greens).
Their leader, Winston Peters, is currently enjoying milking the attention and power for all it's worth and enjoying insulting reporters on a daily basis as they press him for a decision, and says he will hold off announcing his decision at least until the vote are fully counted and confirmed on 5th October.
Reddit NZ has rebranded in his honour:
WE VOTE... HE DECIDES
When will he decide? Winston, oh Winston, have mercy on us all.
The above is partially tongue in cheek. It's a relatively rare outcome to grant one small party this much power. And it's because the vote was pretty much equally distributed between the right and left, so the small centrist party is the one left tipping the balance. Whichever way they go, a majority of voters will have voted for the parties that make up the coalition government. NZ First have to decide which way they want to tip based on whatever factors they feel like (who their policies generally align better with, who they think they can work with best, which parties offer them the better deal in terms of cabinet positions and policies of theirs, who has annoyed them least lately).
This party in the past at different times has been in coalition governments with both the left and the right. I think a lot of people are now expecting him to go with the left (I am now rating it 70% to 30% that he goes left), because the right treated him pretty badly this election, however the situation was similar in 1996 and he went with the right (which absolutely shocked everyone at the time because he'd campaigned on the claim he was going to go left and not right)."I hate him passionately", he's "a demonic force" - Tucker Carlson, in private, on Donald Trump

A belated final update to this thread...
After coalition talks, a center-left Government formed at the end of October comprised of:
Labour (center/center-left economically, centrist/liberalish socially): 45 seats
NZ First (left-wing, conservative): 9 seats
(Supported by) Green (left-wing, liberal): 7 seats
Opposition:
National (right-wing, conservative/centrist-ish): 58 seats
Act (libertarian - i.e. right-wing, liberal): 1 seat
So the new Prime Minister is Jacinda Ardern. At 37 years old she's our youngest-equal PM ever, and the 3rd female PM:
Today, after 39 days in office, she signed the first two bills into law: Increasing paid parental leave from 18 to 26 weeks; and introducing a Warrent of Fitness for rental houses to ensure they are healthy (Mold and lack of insulation and heating in many old rental properties has been an ongoing public health issue). She seems to like doing a Facebook livestream every week, and livestreamed signing the bills today (at least she doesn't Tweet controversially):
