Brazile could see for herself the state of Hillary's health. She didn't need anyone telling her anything. Hillary's poor health was why she wanted Hillary to drop out and Biden to run.

The only reason Hillary's health was even given a mention by the mainstream media is because her collapse at the 9/11 service was simply too big a deal to ignore. And that was pretty much the only time they ever really talked about it. To my knowledge, they never covered the multiple times that Hillary had uncontrollable coughing fits, or became disoriented during a speech. So Brazille's claims that the media actively covered up Hillary's health problems is supported by the evidence.

It's pretty uncharitable to conclude something about somebody's intelligence based on one opinion they shared.

I think her opinions are generally obnoxious, but she's not stupid.
