In my country a property tax is paid to the local council, who in exchange for that provides services to the property such as water on tap, sewerage piped away and treated, roads around the town and to your front door, and garbage collection. So it's not like the property owner is renting their property, it's like they're paying for services they're receiving.

In the USA, we pay local and city taxes in our paychecks for city services (like roads) and even have to pay directly for various government services like Garbage Collection, Water and Sewer, Electrical, etc. And people who live in rental homes/or apartments don't pay property tax and still pay/get the city services. So property taxes really are just "rent" like Jed said.

To be fair, the renter doesn't pay property taxes directly, but that expense is built into the rental amount. The property owner, if wise, will add insurance and taxes to the monthly rent.
