Does anybody know what this is?

Took this picture at a Civil War cemetery near Nashville.

Seems to be sort of a water bug with those paddles on it's back legs?

It was a couple of inches long. And really ugly!

    Looks like a leaf-footed bug

Leaf-footed bugs, like this Leptoglossus corculus (Coreidae), are similar to assassin bugs (and thus kissing bugs) but have enlarged hind legs rather than enlarged forelegs. The leaf-like hind legs are also a good trait for distinguishing between the groups, but not all Coreidae have them. These bugs have a long, needle-like rostrum for piercing plants that does not fit in a groove on the underside of the body (as in assassin bugs).

That could be something like that.

    It was certainly icky!

Of course, all bugs are icky. Except butterflies. And ladybugs.

    Those are insects, not bugs.

    The dragonflywoman knows.

Bugs are a subset of insects with a particular set of identifying characteristics.

leptoglossus phyllopus; widespread with the exception of the extreme northeastern and northwestern states. Also Central America, Mexico, and South America.
    It's a citrus pest.

Looks very much like what we call a "stink bug" in Texas!

stinkbugs (atleast the ones I know) are normally much smaller (less than half an inch) and have shorter legs.

My first thought was Assassin Bug of some form, (which this is the same family as)
