According to the US Constitution, Article 1, Section 7, Clause 1, "All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills."

But the Obamacare bill started in the Senate. Doesn't that make the individual mandate unconstitutional? Supreme Court judge John Roberts even said it was a tax.

They obeyed the letter, if not the spirit, of the law. They took an unrelated revenue bill that passed in the House (it was something about housing taxes for service members), then rewrote it via Amendments into the Affordable Care Act in the Senate. So it did technically originate in the House of Representatives.
