It was scripted for him and he was not only insincere when reciting it his ad hoc remark at the end flatly contradicted it. Namely: “it could be other people also. There’s a lot of people out there.”

What he SHOULD have said was: “I commend our law enforcement officials for their diligence and unequivocally accept their findings. Russia must understand that any foreign intervention in our elections is totally unacceptable. If it continues there will be severe consequences."

But no. Trump cannot bring himself to criticise Putin, unlike his NATO allies, the EU, his hosts in the UK and just about everyone else. But never Putin!

Yes, it was it was scripted for him "of course" but the point is that, even with a script, Trump still managed to contradict himself by ad libbing: “it could be other people also. There’s a lot of people out there.” Not only that, before his inauguration Trump was shown incontrovertible evidence that Putin had ordered the interference in the election to favour him. So he knew it "wasn't other people out there" and yet he lied about it. Still, no surprise there.
