This isn't helpful.
They also claim that in fact juvenile recidivism rates are down and school safety is up, thanks to the program.
The evidence tells a far different story.
Followed by no attempt to show juvenile recidivism rates are up and school safety is down.
Fake news.

Juvenile arrests for murder and manslaughter increased 150 percent between 2013 and 2016. They increased by another 50 percent in 2017. County juveniles were responsible for a total of 16 murders or manslaughters in the past two years alone, according to the Florida Department of Juvenile Justice.
Following the given link, which shows a steady decline in statewide arrests for youth offenders between the 2012/2013 and 2016/2017 fiscal years, you can drill down across a number of factors, including geography and type of offense.
Statewide, the arrests trend was:
85,495
78,275
75,072
69,869
64,824
Broward was similar.
7,271
5,548
4,782
4,466
4,135
Felony youth offenses in Broward have a less marked trend.
2,758
2,555
2,165
2,356
2,325
And then there's murder/manslaughter statewide
48

vs. Broward

Note one can find a 150 percent jump using a comparison of the 4 with the 10.
The last was highlighted in the article, and linked to the Promise program, despite the low, and hence volatile numbers, and the evident fact that none of these arrests are specific to schools. For perspective, Broward's got a troubling dropout rate.
... increased 150 percent between 2013 and 2016 ...
This is blatant statistics abuse, and the repeated attempts to link it to the caution-quote conservative's bete noir makes it clear this is not an attempt to address the issue of school violence.
The caution quotes are because real conservatives demand real numbers.
Again, this is not helpful.

FYI - Broward looks comparable to state - of course the numbers are lower but they seem to act much the same way - just looking at them, obviously.
Schools with shootings don't get much latitude claiming school safety.
Broward is already troubled - I don't know whether the program helped, hurt or did nothing but the fact that police were concerned is a yellow flag."He is no fool who gives what he cannot keep to gain that which he cannot lose." - Jim Elliot
