I would have thought that in general the state laws would tend to have more impact than the city council per se. I would think that pretty close to all dense urban areas in the US have Dem mayors as urban voters tend democratic, so liberals would run both the best and worst cities and all the ones in between. More interesting would be to see how bad cities in red states versus blue states are.

Trump's victory is the first time the state voted Republican in nearly three decades, and Hillary probably would have won it this go-around if she had heeded the warnings and didn't take it for granted (again, indicating how blue the state is regarded).
