This is the mentality behind many of the police shootings in the US as compared to many other countries including Canada, which can often resolve the situation without shooting and killing the perpetrator...as per the Toronto van situation. American police shoot and kill far more people in questionable circumstances than their peers in other countries. This is the point being made.

You might want to think about comparing your number to the number of encounters which do not lead to the police shooting someone to death. Oh, and suicide by cop is a thing, too - sometimes it works, sometimes it doesn't.
