The difference is in whether a poetic simile is being used to suggest a person has a particular trait that the animal happens to be known for (indulgence, danger, viciousness etc) or whether the language is being used to say "this person deserves punishments and treatments that we wouldn't usually feel are appropriate for humans, because they are subhuman". The former is just a visual use of language, the latter is really dangerous territory that goes into the realms of the holocaust and more recently, US government torture programs and US police mistreatment/killings of suspected criminals.
Trump's usage was firmly in the second category because he was talking about how the law needs to be applied in unusually strong ways against these bad people because they are 'animals'.

1. Nobody defended the gang beyond saying they were human not animals. That's not "defending" them by any metric I think counts.

Funny, how they get outraged when Trump calls MS-13 "animals" saying he's talking about illegal immigrants in general but the reality is that by trying to turn MS-13 into just another group of folks wanting to come to America they have in effect smeared all immigrants as being like MS-13.
