It's not exactly very secretive. She's an ambitious person who is blaming everyone else for her election loss, and in particularly Russia. Once Mueller vindicates her claims regarding Russia, she will inevitably say that she really should've won and will float the idea of herself running again in 2020. What I think will save us from having to put up with her participating in an election again though, is powerful people in the Dem party and the donors are pretty much sick of her because she had her chance and lost them the WH and so they won't support her re-re-running.
I don't think she'd be able to sell herself to Dem primary voters again - she's seen as a general election loser now, no matter how she spins it - people just won't vote for her a second time because they'll want to try other candidates.
