      No, I was taking issue with the decision the whole time - hence the British reference. 'Law enforcement' is a broad term that means a lot more than police alone - and the narrow definition doesn't even fit all police forces.

      And worse, if they are NOT law enforcement, then acting like law enforcement (detaining people, searching people) should REALLY not be protected AT ALL.

        EGGzackly! There needs to be a clearer definition of who they are, both for the benefit of the public, and those who train these people.

        I tend to get along with TSA just fine. My wife, however, gets stopped EVERY TIME (she has titanium knees) and almost without exception, the woman who will "pat her down" is a power-crazed Nurse Rachet on steroids. It's kind of a joke around our house how my wife "draws" these people.
        The first to state his case seems right until another comes and cross-examines him.

          The problem may not be the decision, but the (apparent) lack of legislation that exists to allow someone to file abuse claims due to not qualifying as "investigative or law enforcement officers." Indeed, that's mentioned in the decision, with the note that it's an area where congress is in charge and should be the one to fix the situation.
