You were questioning her qualifications and knowledge of the subject, it appeared. I don't always agree with Teal on social matters, but she does have bonafides in the area. She also used to work in the public health area, working as an aid in social clinics.

      Hey she started it, that what I said soooo upset her that she could not even respond. And all I did was state a fact. And I also spent ten years as a group home manager, caring for those whom no one else would. So I too know how the system works...

        I think she was upset by your offhand comment that they used to arrest homeless people so it wasn't a problem.

            You're having trouble grasping that someone who was involuntarily homeless would take exception to the idea of being jailed for it? Seriously?

                They used to have laws against loitering and vagrancy. If you were caught hanging out on the street, or in front of a business, they could arrest you or fine you (most of the time I think they just ran them off). Probably still can but don't bother. Panhandling is actually against the law in many places too.

                  There are nuisance laws in some jurisdictions; my friend who was homeless for a while got a ticket for sitting on an object (his sign) on a sidewalk (he had just bought a drink at a convenience store, and was sitting there drinking it).

                    I did not say, nor do I believe, that people like Teal should be jailed. But if you are shooting up in public parks, crapping on the side walks, or doing smash and grabs , public drunkenness, etc... yes you need to be arrested. There a real increase in crime from the homeless community.

                            I find it very hard to justify spending money if we can't have at least occasional oversight. It can be done without it being inefficient. Companies do it all the time, hiring other companies who specialise in doing investigations like that.

                            And Churches need that. The last thing we need is the money going to some insane, hell-bound, Creflo Dollar type "Christian" who's using the money to build a bigger house for himself and on a jet plane.

                              In a thread complaining about a homeless problem, when you state under the old policy there was no homeless issue? That looks a heck of a lot like agreeing with the old policy, seer.
