The territory of Puerto Rico's government. They are not a state.

How many death certificates were issued for the 1,000 plus people that died in Hurricane Katrina? The bodies were impossible to identify in the state of decomposition from the flood waters. Some were id'd many weren't. In Puerto Rico Many people lost their lives from Catastrophic flooding, and local government and national government failure and yes they were U.S citizens. Quite Frankly Puerto Rico should have declared a state of emergency to receive help early on but the response time for them was extremely disastrous. It just wasn't as costly as Hurricane Katrina because the land area destroyed was smaller. It is impossible to deny that the people of Puerto Rico deserved better than they received as they are a consulate of the US.

Cath, I'm quite confident that they would have counted those as people who lost their lives directly to Maria, as they would have been in Katrina. The people who are involved in counting aren't so incompetent that they'd accidentally skip a whole class of deaths. Also, a state of emergency was declared a day after landfall. If you're going to argue the facts, get them right.
