Actually, I believe you will find that amplitude is an absolute measure expressed in decibels. It is not specifically measured against the mean. It is generally a ratio between two select signals. So one COULD express it as a ratio between a specific signal and the mean, but I'm not sure what that would accomplish. Usually it is a ratio between an existing signal and a reference value (e.g., 1 milliwatt, 1 volt, etc.). It can also be a ratio between a desired signal and the background noise (e.g., the signal-to-noise ratio), or between two desired signals (e.g., increase or decrease in loudness/power).

The ratio between a signal's current amplitude and the average amplitude would tell you how loud (or soft) a particular sound is against the average of a particular soundtrack (in the acoustic space), but I'm not sure what that tells you.

But I was thinking more of waves in water (or vibrating strings etc) for which amplitude is the distance of displacement from the mean.

Well - sort of. Sound is variations in air pressure. Those variations have an absolute, measurable value. Sound is not converted to decibels; the power of the sound (i.e., the amplitude, or variation in that pressure) is expressed in decibels, which is a measurement that expresses a ratio on a logarithmic scale. So when I say I have reduced the volume of the audio by 3 dB the math tells me I have essentially cut it in half. Decibels always requires a reference because it is a ratio.

Again - I think you will find that the height (amplitude) of a wave in water is measured from the trough to the crest, not from the mean. I'm pretty sure the same is true of vibrating strings on a musical instrument. All of it is based on the sine wave. I am less certain of the latter than the former, however.

MM - if you don't know by now - I ALWAYS (almost?) shrug off insults. They are a pointless waste of time. If someone has a critique of me - I'm all ears. If all they want to do is hurl mud - they can have at it - and I'll just move on to another conversation. I find myself moving on from conversations with you pretty regularly.
