He left that to Congress and Trumps appointed toadie, Atty Gen Barr, tried to cover that up by putting on an early press conference and spinning that conclusion to make it seem Mueller exonerated the President. Trump sure knows where to find the scoundrels to do his dirty work for him. Gotta wonder why Barr would do it though. Nothing more than the actions of an innocent man wrongfully accused of a crime he never committed.

Also notice that Mueller never definitively said that Trump obstructed justice. He hedged his bets, saying things like, "We can't prove that he didn't," which, beyond being a legally suspect phrase, is the equivalent of saying, "We can't prove that he did."

While other independent counsels reported to Congress for whatever reason Rosenstein set this one up to report to the AG. Perhaps he thought that would be him.

That Mueller doesn't report directly to Congress is evidenced by the fact that some Democrats have been talking about subpoenaing him -- which would otherwise be unnecessary if he reported to them.
