My reading of relevant sections of the statute suggests that, as Barr indicated in a presser, it is solely at the discretion of the AG whether or not any report is issued *at all*.

Wouldn't it have been a hoot if he had declined to issue anything more than the summary?!

Just read the title and ask yourself why you think that’s an unimportant issue. Republicans generally but Trump in particular are profoundly affected by the fact that they knowingly benefited from the covert activities of a foreign adversary. That’s why they shifted focus from the actual threat to ‘no collusion’ as if all this was about their personal honour, while they ought to have been wondering whether their democracy, and yours, was safe.

I was already wondering whether our republic was safe when Comey laid out an iron-clad case for Hillary going to prison, then declaring that no reasonable prosecutor...

It's kinda fun to watch the disarray within the ranks of the Democrats over whether or not impeachment is still a good idea.

I hate to admit it. You are right.
Democracy is not safe and never is.
The Republic is not safe but hopefully can be restored to safety.
Did you see how the media and the demoncrats and even republicrats have sought to undo a duly elected president of the United State?

Over on MSNBC there was a complete meltdown especially Chris Matthews on his show Hardball. This is hardly a surprise considering his apoplectic reaction to the news that Mueller found no evidence of collusion. Yet on NBC, Pete Williams, the network's Justice Department correspondent told viewers that Barr's four page summary "tracks very closely" with what the actual report said. And the host of NBC Nightly News, Lester Holt, grumbled how "both volumes of this report likely falling with a thud for a lot of Democrats right now." to which Capitol Hill correspondent Kasie Hunt solemnly agreed: "It did land with a thud, Lester, that’s right." But the host of NBC's Meet the Press, Chuck Todd, was having none of it, still claiming that Trump wanted to collude with the Russians: "They wanted to conspire, they just never found the right opportunity to do so" comparing his Administration to the Keystone cops.

I'm always still in trouble again

As always the truth is more complex:

Mueller says he did not make a “traditional prosecutorial judgement” on whether Trump did obstruct justice and adds that the evidence obtained about “the president’s actions and intent” threw up “difficult issues”.

However, the special counsel refused to exonerate Trump on the charge. “If we had confidence after a thorough investigation of the facts that the President clearly did not commit obstruction of justice, we would so state,” Mueller wrote in his conclusion.

He added: “Based on the facts and the applicable legal standards, we are unable to reach that judgement.” https://www.theguardian.com/us-news/...ion-of-justice
"Yes. President Trump is a huge embarrassment. And it’s an embarrassment to evangelical Christianity that there appear to be so many who will celebrate precisely the aspects that I see Biblically as most lamentable and embarrassing." Southern Baptist leader Albert Mohler Jr.
