The Lucan emphasis on the poor, the blind, needy, lost, rejected, and so on, is set out in (for example) the Magnificat in St Luke 1.46-55, as well as in the parables in St Luke 15. And this emphasis is in turn probably to be understood in light of Psalm 72: https://biblehub.com/bsb/psalms/72.htm
Some verses of the Psalm represent the emphasis on the Kingship of Jesus that is to be found mainly in St Matthew. Both Evangelists recall or echo Psalm 72, but their emphases are different. St Luke emphases the universality of Jesus’ mission, so that no-one is excluded from it - not even a crucified criminal.
