Mueller confirmed that Russia attacked the US democracy and that Russia is interfering “even now as we sit here”. He confirmed that the Trump campaign sought its help, had many contacts with Russians, lied about it and obstructed the investigation into it. And several senior Trump associates were convicted of crimes. Mueller also confirmed that “Trump could be indicted of a crime, including obstruction of justice, after leaving office”, if not impeached beforehand.

The Mueller Report found that the Russian government "interfered in the 2016 presidential election in sweeping and systematic fashion" and "violated U.S. criminal law". Mueller made abundantly clear that Trump was not exonerated and warned of continuing election interference by Russia leading up to the 2020 elections.

Well he did, actually. Mueller said he had not exonerated Mr Trump of 'obstruction of justice'. Obstruction of justice, in United States jurisdictions, is a crime.

To clarify, "exoneration" is not a power granted to prosecutors in the US legal system. In fact, during the hearing, Mueller was taken to task on this point and asked to point out in the law book of his choice where it discussed the legal standard for exoneration. Mueller couldn't answer!
