        Ya know, I used to try to be careful differentiating between "liberals" and "Democrats", but I can't think of too many that are not both.

          Indeed. For small towns, they can save money by having a contract with the local sheriff's office to provide dedicated deputies where the town pays for the deputies' salaray and benefits. They're still saving money because of administrative overhead and fixed capital expenses like a building, etc.

          That's how we do SROs for our school system. The SROs are employed by us, but the schools have a contract where they pay us to provide the service. The school is paying their salaries and they work AT the school and under their direction, but we have ultimate control. The school system likes it because they don't have to run their own police department.
