History shows that democracies (including "republican" governments) tend to increase their power and oppress people.
Rule by "the people" is a misnomer. It's always some people (e.g. a majority) exercising power over other people.
And so, "‘the tyranny’ of the majority is now generally included among the evils against which society requires to be on its guard."
