I think this is too facile and takes the proposed definition overly literally. It wouldn't have to mean that literally the only people who understand it are racist (after all, people might be ex-racists who still remember their past, like a former white supremacist who found Jesus, or they may have academically studied the use of language in a racial context), but rather that it is generally understood by that group more readily than others.

They should have gone with coded language, or something like that then. Terminology matters, and their wording has gotten them " in the dog house" so to speak.
