Answer:Because the actions of one country can and does affect other countries.
Example: SARS-CoV-2, the bug which is causing the current epidemic. It started in the Chinese city of Wuhan.
-Chinese authorities feared stirring up panic, and clamped down on the distribution of information, insisting that information pass through the central government. Several doctors were chastened for spreading panic. Later citizens insist "we owe Dr. Wenliang an apology", a popular rejection of the political over the medical view.
-American authorities feared stirring up panic, and tried to steer the narrative in the disease, insisting that information pass through the central government. And Dr Fauci has no longer appears with the president. Now Americans are asking Where's Dr. Fauci (and commenting on Dr Brix wardrobeand grandmotherly comport).
-And China is now exporting medical supplies to Italy and other places, cementing ties in Asia and Africa.
-US is squabbling over the disposition of the scant supply of ventilators.
