Then "Browse":

It opens a Windows Dialogue Box to let me find the file I want to upload:

And click "open" or whatever you need to do to "select" that file....
Then the tricky part, because it's not real obvious it's "selectable", is the "upload" button (if you can call it a button)

That's the only way I know to reliably get files uploaded.
When I click on the icon in the reply box, I don't get that configuration of the upload box. I only get what is your last image in this post. Don't know if that makes a difference, but when I go to upload, I am limited in size and amount of space I can use.

Yes, I often get the size limitation... then I open my pic in Paint, resize it to about 60% or 40% and upload again. Usually works the second time.

It really appears the "upload pic" thing needs some attention.

It's not that sort of size issue. Because all I seem to be able to upload is a link to an image.

But every image I upload reduces the "limit" of images that I am "allowed".

I can get previously uploaded files to show - but not the one I uploaded for that post.

bacon more.jpgI tried again. When I did a preview I got the picture. Let's see what happens when I post it.

It seems to work sometimes and not others.
