One thing that needs to change are the phone systems. Right it is faults in the phone system protocols that allow for phone number spoofing. The problem is that its baked so deeply in that it can't be fixed without breaking a lot of systems that rely on those protocols.

But I'd personally prefer it be done.

Well, yeah, but anybody can get a burner phone and prepaid minutes, so somebody determined to do a prank that may result in bodily harm or death wouldn't be deterred from using such an option.

I think that relying on anonymous tips should be a major red flag.

If somebody anonymously is making a claim of imminent danger (and the pranksters always make it sound as dangerous as they can), there are no good options either way.
