She really brings nothing to the table for Biden. Mostly negatives. She's black, but with a history as a shady prosecutor who worked against blacks. The only thing she has is high profile and good debate skills? Though that didn't seem to help her much during the primaries when Tulsi skewered her and basically ended her run.

She brings a veneer of "law and order" to the ticket. Given the Democrats are rapidly becoming the pro-looting and rioting party this move might serve to blunt that.

In a regular election, Harris's withholding of exculpatory evidence as a prosecutor would be an easy disqualifier. But it seems that at this stage of politics, there's not one single things that can possibly serve as a dealbreaker.
