Apparently, after Vietnam, the US privatized the knowledge of how to use violence with its training of many non-state-organizations in Asia, Africa and Latin America to serve as proxies fighting against organizations that were opposed to US interests.

Apparently the recent(or the previous) Iraq-war had more to do with the end of us supporting such groups than the end of the Cold War did.
